Senior IAA agent, real name Bernard. First appeared in GTA IV as the United Liberty Paper contact, blackmailing Niko Bellic into off-the-books jobs under threat of exposure to the FIB. Sardonic, pragmatic, and patriotic, with a military past and deep experience working Russian networks (“first in in ’91, first out in ’11”).
In GTA V he appears briefly in Monkey Business and The Wrap Up, leading an IAA team that interrupts the FIB-Merryweather standoff at the Kortz Center. Canonically he survives the shootout.
In GTA Online he is rescued from Bogdan’s crew during The Doomsday Heist, then returns in 2022 for Operation Paper Trail, swearing in the Online Protagonist as a special IAA field agent to investigate the Duggan Crime Family’s manipulation of gas prices using leftover Cliffford AI code. Once the operation is complete he terminates the protagonist’s agency status, declaring them no longer useful.
